Businesses using ChatGPT and Codex can plan for one combined usage allowance when OpenAI moves Plus, Pro, and Business subscribers to the new structure in December 2026. OpenAI says the shared pool will cover both products, while Instant chat and Pro-model chat allowances will remain separate.
Do ChatGPT and Codex Share One Allowance, and What Stays Separate?
Yes, according to OpenAI’s published notice. OpenAI will move Plus, Pro, and Business subscribers to one usage allowance shared across ChatGPT and Codex starting in December 2026. Subscribers will see their combined remaining usage and reset times in Settings under Usage after the change takes effect.
Usage will be measured in tokens, the units of information a model processes and generates. The OpenAI Help Center notice says consumption varies with the selected model and requested task. More advanced models and more complex work generally consume more of the shared allowance.
What Changes in December
| Product or Plan | OpenAI’s Stated December Structure |
|---|---|
| Plus | ChatGPT and Codex usage will draw from one shared allowance. |
| Pro | ChatGPT and Codex usage will draw from one shared allowance. Plan-specific Pro-model chat limits remain separate. |
| Business Standard | ChatGPT and Codex usage will draw from one shared allowance. Standard-seat limits and separate Pro-model chat limits still apply. |
| Business Premium | ChatGPT and Codex usage will draw from one shared allowance. Premium seats have more Work and Codex usage and no five-hour usage limit. |
| Instant chat | Remains outside the shared pool. OpenAI describes it as virtually unlimited, subject to anti-misuse safeguards. |
| Work | Draws from the shared allowance on plans that use shared pools or credits. |
| Codex | Draws from the shared allowance on plans that use shared pools or credits. |
| Pro-model chat | Remains separate from Work and Codex usage. |
| Reset windows | Codex limits use five-hour and weekly windows. A full banked reset refreshes both and changes the weekly reset date. |
| Credits | Eligible features can continue after the limit is reached by purchasing credits, waiting for the reset, or upgrading the plan. |
| Other plans | Codex itself is included across ChatGPT plans, including Free and Go. |
It does not mean every feature on every plan uses the same pool.
How Token-Based Usage Affects Business Planning
OpenAI’s Codex documentation says consumption can vary with the model, where a task runs, its complexity and context, reasoning requirements, speed, and tools used. A long-running task can consume substantially more allowance than a short request.
OpenAI’s research on Codex usage, written by researchers from OpenAI and affiliated institutions, found that active Codex users grew more than fivefold in the first half of 2026. The paper also reports that the share of users submitting at least one request estimated to require more than eight hours for an experienced human rose nearly tenfold from the start of 2026.
The same paper found that more than 10% of users managed at least three concurrent Codex agents at some point each week, while 26.6% used skills for sharing instructions across complex workflows.
Important Exceptions and Limits
Tokens: Tokens are the units of information a model processes and generates. OpenAI will use token consumption to measure usage under the shared ChatGPT and Codex allowance.
Allowance: The allowance is the included usage available under a subscriber’s plan. When a subscriber reaches it, OpenAI says they can wait for the reset, upgrade the plan, or buy credits for eligible features.
Banked reset: A full banked reset refreshes both the five-hour and weekly Codex usage windows and changes the weekly reset date. OpenAI Support does not manually reset ChatGPT or Codex usage limits.
Agentic Work: Work is OpenAI’s ChatGPT experience for longer research and deliverable tasks. OpenAI says moving its agentic capabilities into the main ChatGPT experience is part of the rationale for the shared structure.
Pro-model chat: These limits remain separate from Work and Codex usage. Business Standard includes 15 Pro messages per month, while Business Premium includes 50 per week. Both allowances are shared across GPT-6 Pro and GPT-5.6 Sol Pro.
Business Standard also uses per-model local-message estimates within each five-hour window. OpenAI estimates 15 to 150 messages for GPT-6.1 Sol or GPT-6 Sol, and 250 to 2,000 messages for GPT-5.6 Luna. Actual consumption varies by model and task. Business Premium seats have more Work and Codex usage and no five-hour usage limit.
Codex is included across ChatGPT plans, including Free and Go. Codex Cloud, which runs coding tasks on computers managed by OpenAI, is available to eligible Plus accounts, all Pro tiers, and Business, Enterprise, Healthcare, and Education accounts. On plans that use shared allowances or credits, Codex, Work, ChatGPT for Excel, and Workspace Agents draw from a shared allowance and credit pool. ChatGPT for Word also draws from the shared usage allowance for Codex and other premium features, according to OpenAI’s release notes.
Which Business Seat Fits Your Team?
Business Premium provides more Work and Codex usage, removes the five-hour usage limit for those seats, and includes 50 Pro messages per week. Compare the options with each team’s expected activity.

How the December Transition Fits the Recent Plan Changes
OpenAI’s October 29, 2026 release notes said it doubled the Work and Codex allowance in Pro 100 and Pro 500 plans. It also canceled a previously announced Pro 200 reduction, giving affected Pro 200 subscribers twice their previous allowance and the same limit as the other named Pro tiers.
The September 29 release notes introduced Pro 500 at $500 per month with the highest included usage among the Pro plans and reopened Pro 200 subscriptions at $200 per month. OpenAI says it expects most subscribers will not need to wait for usage resets more often after the December transition than they do now.
What to Do Now
- Record current use. Review the Usage section in ChatGPT settings and note which teams use ChatGPT, Work, Codex, ChatGPT for Excel, ChatGPT for Word, or Workspace Agents.
- Group work by duration and model. Separate short requests from longer research, coding, and deliverable tasks.
- Check Business seats. Compare Standard and Premium assignments with each team’s expected Work and Codex activity, local-message demand, and use of separate Pro-model messages.
- Plan around reset timing. OpenAI Support will not manually reset limits. For essential work, identify when a reset occurs and whether waiting, upgrading, or purchasing credits is the appropriate response.
- Keep visibility checks separate. Track how the business appears in AI search alongside model usage.
