Twelve members are appointed by the Governor, deemed fully qualified by the Senate Public Utilities Review Committee and confirmed by the state Senate. Two members are Ex Officio and represent Central Electric Power Cooperative. The utility has been a publicly owned utility since its inception in 1934. It was created to bring electricity to rural SC and increase navigational opportunities. The Santee-Cooper Project became the largest New Deal program in the Palmetto State.
