The name Community Home Environmental Learning Project, Inc (CHELP) reflects its origins. In September 1976, the Department of Community Development, City of Decatur, drew from the facilities of Richland Community College and Millikin University to develop an outreach educational program. The purpose was to reverse the decline of neighborhoods in the intercity and provide meaningful employment for talented senior citizens 55 years of age and older. In 1981, grants for the Chore-Housekeeper Program were submitted to the East Central Illinois Agency on Aging (ECIAAA). CHELP started with two chore-housekeepers and thirteen clients.

Services include Adult Protective Services, CNA's, Companions, Disability Care, Elder Care, General Cleanings, Home Care Aide, Homemaking, Personal Care Assistance, Private-In Home Care, Respite Care, and Transportation. The CHELP Private Care Program provides housekeeping, personal care, respite, and companion services to persons of all ages who need in-home care. Staff are certified Nurse Aides and Homemakers, professionally trained, bonded, and insured. Companion services offer respite care, assistance with light meals, individual attention, and understanding. Homemaker services include routine housekeeping, personal care, meal preparation, laundry, grocery shopping, and transportation to appointments.
