The City of Norwalk operates a range of departments and services that support residents and businesses across the area. Its Communications and Public Affairs department runs Norwalk Connects, an app that lets residents report non-emergency issues throughout the city. Users can upload a photo of the issue, mark its geographic location on a map, and track each request for follow-up. The city also operates an emergency alert system: residents can text NORWALK to 77295 to receive public safety activity and travel-impact alerts sent only as needed. Animal licensing can be renewed, paid, or applied for online, and business licenses can be renewed or paid through an online payment system, with annual renewals due by January 31. The city issues film permits for motion pictures, television programs, commercials, and nontheatrical productions, and a city business license is required for filming within city limits. Yard or garage sale permits are free and available online, with each residential property allowed a maximum of two sales per calendar year. Parking citations can be paid in person at Norwalk City Hall, 12700 Norwalk Boulevard, Room 5, Monday through Thursday from 8:00 a.m. to 6:00 p.m. and every other Friday from 8:00 a.m. to 5:00 p.m. Animal care and control services for Norwalk are provided by the Southeast Area Animal Control Authority, which handles abandoned and unwanted pets, reunites lost pets with families, and offers adoption and spay or neuter services.

The complex sits on Clarkdale Ave, about a tenth of a mile from San Antonio Drive and the Santa Ana Freeway, and roughly the same distance from Norwalk Park. Adoree Street is about two tenths of a mile away, as is the Sproul Museum.
