The Systematic Observations Financing Facility (SOFF) serves as a financing mechanism designed to bridge the gap in weather and climate observations, particularly in countries facing severe data shortfalls. The organization prioritizes support for Least Developed Countries and Small Island Developing States by providing long-term financial and technical assistance. Through grant funding and technical competencies enhanced via peer-to-peer advisory support, SOFF aims to accelerate the sustained collection and international exchange of essential surface-based weather and climate observations. This work supports the implementation of the Global Basic Observing Network (GBON) and contributes to the UN Secretary General’s Early Warning for All Initiative. The facility's governance includes a Steering Committee that provides strategic direction and an Advisory Board that offers recommendations to maximize results across the meteorological value chain. The SOFF Secretariat, hosted by the World Meteorological Organization (WMO), manages operations, coordination, and resource mobilization.
