The center was founded in 1998 when a group of state employees, primarily parents, established the nonprofit Oakland State Building Kids Corporation (OSBKC) to create a childcare space in the newly constructed Elihu Harris State Building. After years of advocacy and collaboration with state officials, including then Attorney General Bill Lockyer and Assemblywoman Wilma Chan, the space was completed and opened in July 2006. The program was initially administered by the Community Child Care Council (4Cs) of Alameda County, which managed operations until 2017, when OSBKC brought administration in-house. The center continues to operate as a 501(c)(3) nonprofit, committed to inclusive, high-quality early education for all children, including those with diverse abilities and special needs.
